Flowers in front of Sneads High School

I've always heard of these flowers as "Hurricane Lillies". They bloom during hurricane season, they are red and their peddles have tiny stems that come off the ends resembling a spinning hurricane with a solid in the middle representing the eye. They are on a tall stem with no leaves representing "sky high". They are really neat little plants and they come back every year. They are a bulb plant.
